D. Where the company moves offshore

I would say C and D. Both are outsourcing but D is also what is known as offshore outsourcing.
The simplest definition of outsourcing is contracting with an outside agency to do your company’s non-essential and often time-consuming functions, so that your manpower, resources and finances are better utilized in focusing on the company’s core competencies.
Offshore outsourcing takes place when a company contracts with a vendor in another country, mostly because of huge cost savings benefits as well as having experts to do the same work for a fraction of the salary given in their home country.
