Nope … I doubt Cheney shoot in the decision, and outsourcing is the fault of the companies the search for new profits (like Halliburton needs them), of course there are the staggering taxes imposed on U.S. companies and regulations intended to suck more money on them, so I can not really blame them too for search of greener pastures.
